MACP CLARIFICATION ISSUED BY THE DEPARTMENT VIDE ITS LETTER NO 4-7/MACPs/2009-PCC dated 19.07.2010 ADDRESSED TO THE CPMG OF WEST BENGAL CIRCLE ALREADY PLACED ON WEBSITE. TEXT OF THIS ORDER IS PLACED BELOW FOR INFORMATION.

 

Sub: Admissibility of third financial upgradation in individual cases and West Bengal Circle.

Please refer to your office letter No. SFA/P-32/MACPS/CO/09 dated 21-05-2010 on the subject mentioned above.

2.       The issue has been examined and is clarified as under:-

            The concept of pay scale has been replaced with pay band and grade pays by the Government on implementation of 6^th CPC recommendations effective from 01-01-2006. Accordingly 10 years continuous service in the grade pay applies to the officials appointed to government service on or after 1-1-2006. In respect of officials already in service as on 1-1-2006 the counting of 10 years continuous service is to be done in the existing grade pay and grade  ( pre revised corresponding pay scale) taken together. As such the service rendered in the grade pay includes service rendered in corresponding pre-revised pay scale/grade.

            TBOP/BCR Scheme was extended to the circle office staff by re-designating the existing LDCs and UDCs as Postal Assistant. As such on the date of introduction MACPS i.e.1-9-2008, there is no existence of the cadres of LDCs and UDCs and therefore, promotions earned by the officials from PA to UDCs or LDCs to UDCs  prior to re-designation is to be ignored as clarified already by the Nodal department i.e. DOP&T under the ACPS (Aug. 1999 Scheme).

            A UDC conferred with two financial upgradations under the TOBP/BCR Scheme ( unique only to the Department ) such officials are entitled to third MACP only on rendering 30 years continuous service to be reckoned from the date of entry in the Government ( date of entry as UDC in the present case) or 10 years continuous service in the BCR Grade and revised corresponding pay band with Grade pay taken together which ever is earlier. However, MACPS has been given effect from 1-9-2008 only the benefit under the scheme cannot be given before 1-9-2008. Since such officials are to be considered for 3^rd MACP only in accordance with terms & conditions of the scheme. The same is to be allowed straightway on fulfillment of terms and conditions of the scheme.
