OUTSOURCING OF SPEED POST BULK DATA ENTRY WORK

  

OUTSOURCING OF DATA ENTRY WORK RELATED TO BOOKING OF BULK SPEED POST ARTICLES

 

IMMEDIATE ATTENTION OF DIVISIONAL / BRANCH SECRETARIES AND THEIR REACTION SOUGHT BY NFPE

 

Department of Posts has ordered outsourcing of data entry work related to booking of speed post articles w.e.f. 1st September 2009.

 

Reasons attributed to outsourcing are that the data about the names and addresses of the addressees are unable to be uploaded in Speed Net since bulk of the speed post articles are submitted in the evening hours. Without these data the bar code becomes meaningless as far as the track and trace is concerned. Purpose of bar code is defeated if such work are to be done at the point of delivery by Postmen who are overloaded. The Department has ordered reduction of discount normally being paid to bulk customers by 50% and paying that portion of discount for outsourcing the data entry work related to those bulk articles if the bulk mailers are not ready to submit the data in soft copy for uploading in future.

 

The data entries of full address particulars of addresses cannot be compromised and therefore the following questions are before us:

 

1.      Is it possible at our offices to perform all those data entry work despite bulk of articles are submitted at the evening hours without soft copy or is it difficult as the Directorate order says? Keep in mind that the patch developed by Mysore PTC helps entering of data of bulk booked articles subsequently within certain hours. The purpose is to ensure the data entry before the articles reach the office of delivery.

 

2.      What will be the impact of the orders of the Directorate that demands for compulsory soft copy or reduction of 50% discount on the present customers? Will the business go away from us towards couriers? Will the impact be serious or only marginal?

 

3.      Can our employees offer to do the work at the same rate offered to the outsourced data entry operators so that the outsourcing can be avoided?

 

4.       Any other view point?
