COMPLETE THE VERIFICATION PROCESS

VERIFICATION OF MEMBERSHIP

 

SUBMIT LETTERS OF AUTHORISATION TODAY

 

TODAY 30.06.2008 IS THE LAST DATE FOR SUBMISSION OF LETTERS OF AUTHORISATION COLLECTED FROM MEMBERS TO THE DDOs.

 

SUBMIT THEM ALONG WITH LIST OF MEMBERS IN TRIPLICATE TO DDOs AND GET BACK ONE LIST DULY ACKNOWLEDGED BY DDOs.

 

STUDY THE DDO EXHIBITION IN THE NOTICE BOARD AND APPROACH DUAL MEMBERS FOR SUBMISSION OF LETTERS BY THEM TO DDOs IN FAVOUR OF NFPE UNIONS BEFORE 11.07.2008.

MAKE THE 25th JUNE CONFEDERATION CALL A GRAND SUCCESS

ORGANISE EFFECTIVELY THE CALL OF CONFEDERATION

 

25.06.2008 – 3 HOUR MASS SQUATTING [MASS DHARNA]

 

In order to focus the attention on the following six issues over which we have demanded modification of 6th CPC Recommendations and rejection of which will lead to industrial action by the CG Employees,  the Confederation of CG Employees has issued a call for observing MASS SQUATTING [MASS DHARNA] FOR 3 HOURS on 25.06.2008. According to the local convenience of Postal Employees the divisional and branch unions of NFPE are requested to hold the Programme on 25.06.2008 for three hours of their local convenience. Mobilize Postal Workers in large number and observe the programme very effectively.

 

DEMANDS TO BE FOCUSSED

 

1.                  Recomputation of Minimum Wage

2.                  Reconstruction of Pay Bands

3.                  Revise fitment formula to a minimum of 2.625 of basic pay

4.                  Enhancing the rate of increment

5.                  Promotion benefit

6.                  No contractorization of Gr.D functions.

 

1.      The computation of Minimum Wage by the 6th CPC is faulty and amounts to distortion of 15th ILC Norms.  The Need Based Minimum Wage shall be calculated accordingly. Even according to 5th CPC NNP Formula it cannot be less than 7400/-. This has to be recomputed in accordance with the demand of the Staff Side submitted to the Cabinet Secretary.

2.      The 6th CPC itself has stated in the Report that it has observed the formula of taking the minimum of the highest pay scale of the Pay Band concerned for constructing the pay band. But in practice the Pay Commission failed to adhere to its own formula but constructed the pay bands based on the minimum of the lowest pay scale in pay bands. This has to be reconstructed as per the Staff Side Demand.

3.      The Group 'A' officers are all given a minimum fitment benefit of 2.625 times of their basic pay as on 1.1.2006 by the pay commission. The same yardstick has to be applied for all employees and a minimum fitment benefit of 2.625 times shall be ensured in order to ensure the announced 40% pay rise to each and every employee.

4.      The rate of increment has to be at least 3.5% in the background of the understanding reached to revise the wages of public sector employees once in 5 years and no recommendation as far as the central government employees have been made by the 6th CPC. Otherwise the wage gap between these two sections will further widen.

5.      A minimum rise of 10% rise shall be ensured on promotion.

6.      The present day Group D functions shall not be outsourced after upgradation of Group D into Group C as per he Pay Commission recommendations.

 

The Resounding Success of the above Confederation Programme will be a clear warning to the Central Government that if the genuine modifications sought by the Staff Side are not accepted then a show down with the CG Employees shall become unavoidable – Therefore the rank and file leadership at all levels are requested to make the 25th June 3 Hour Mass Squatting [Mass Dharna] a tremendous success.

ALSO ACT TO GET LETTERS FROM DUAL MEMBERS IN FAVOUR OF OUR UNIONS AND KEEP THEM READY FOR SUBMISSION –

 

USE THE EXTRA TIME FOR COLLECTING LETTERS OF AUTHORISATION FROM AREAS SO FAR NOT REACHED IF ANY –

JCM NOMINATIONS

JOINT CONSULTATIVE MACHINERY

 

  1. NATIONAL COUNCIL JCM

 

The Department of Posts had invited nominations from NFPE and FNPO for the National Council JCM Staff Side. It has been decided by the NFPE Federal Secretariat as per the direction of the Federal Executive, to nominate Comrade K.Ragavendran, the Secretary General NFPE and Comrade Ishwar Singh Dabas, the General Secretary P4 [NFPE] as Members of JCM National Council. The Secretary General will also be the Member of the Standing Committee of JCM National Council.  

 

  1. DEPARTMENTAL COUNCIL JCM

 

It has been decided by the Staff Side that Comrade K.V.Sridharan, the General Secretary P3 [NFPE] will be the Leader of the Postal Departmental Council JCM. The Leader has appointed Comrade Giriraj Singh, the General Secretary R3 [NFPE] as the Secretary Staff Side, Postal Departmental Council JCM.

 

  1. REGIONAL COUNCIL JCM

 

As per the orders of the Postal Directorate, the Chief Postmasters General have started to reconstitute the R-JCM in several Circles and accordingly the Federation is receiving letters from the Chief PMG for nominating 5 Members to the R-JCM. NFPE is nominating the present incumbent Circle Secretaries of P3, P4, R3, R4 and Admn wings as Members of R-JCM. In whichever circles there is no R4 or R3, one seat will go to the Circle Secretary of Postal Accounts and the balance if any will be allotted to P3 or P4 by rotation.

 

FNPO will nominate two members to R-JCM. All the total 7 Members will have to meet in a Staff Side R-JCM Meeting to elect a Leader R-JCM. The elected Leader will then appoint the Secretary Staff Side of R-JCM from amongst the other members of the R-JCM.
 
4. TEAM WORK

 

After a long gap of 13 years Postal Unions / Associations are entering the JCM Negotiating Forums at all levels in the background of the recognition granted to the NFPE and FNPO under the CCS [RSA] Rules 1993.

 

The responsibilities of National Council JCM Members as well as the Standing Committee JCM [NC] and the Leader and Secretary Staff Side Departmental Council JCM are entrusted to different bigger organisations of P3, P4 and R3 to discharge our functions collectively and as a team in the larger interests of the entire employees.

 

Let us utilize all the above negotiating forums for effectively projecting our long pending issues at every level for their settlement.

FIXATION OF PAY TO CASUAL LABOURERS - (AN IMPORTANT ORDER)

The pay of the casual workers with temporary status on their regularisation against Group D Posts in identical grades will be fixed after taking into account the increments already earned by them in the Group D pay scale which was taken into account for payment of wages while working as casual worker with Temporary status.

Past cases may be also be reviewed and the pay re-fixed.

SUBMIT VERIFICATION FORMS FOR GDS ON 10TH ITSELF

VERY IMPORTANT AND URGENT TASK - ALL NOTE

The Verification Process stayed is applicable only for regular employees unions and for GDS there is no change in the schedule - The Department has taken this position. Comrade Mahadevaiah General Secretary GDS Union also informed and guided all Circle Secretaries of GDS Union to submit all the letters of authorization from GDS Members to respective DDOs on 10.06.2008 itself without fail. NFPE therefore requests all comrades to act fast and submit GDS letters of authorization to the DDOs without fail before tomorrow evening itself [10.06.2008]. All Circle Secretaries of Regular Employees Unions also requested to guide and inform all GDS Divisional and Branch Secretaries in this regard. Matter Most Urgent.

Secretary General returns from Bangkok

 

The UNI – Apro [Union Network International – Asia Pacific Regional Organisation] International Seminars in Bangkok and Pattaya [Thailand] are successfully completed and the Secretary General NFPE has returned to New Delhi. The Seminars were highly purposeful and knowledgeable and helped in understanding the new situation developing in several countries and how the postal employees trade union movement is facing the latest challenges. The Platform helped for communicating the perspective of NFPE with regard to globalization to the representatives of International Postal and Logistics Community.  A separate Blogspot Note about the Bangkok and Pattaya Seminars will be shortly exhibited for the information of all our members.

 

Reconstitution JCM Regional Councils

 

The Department of Posts has issued orders on 4th June 2008 for reconstitution of JCM Regional Councils in all circles and for formation of JCM Regional Council in Chattisgarh, Jharkhand and Uttaranchal circles. As soon as the Chief Postmaster General seeking nominations from the Federation, the fresh nomination would be done by NFPE.

 

Nomination of Staff Side Member of National Council

 

The Department of Posts has called for the nominations from the Secretary Staff Side for the National Council JCM Staff Side for representing Department of Posts at the ratio of 2:1 for NFPE and FNPO before 12.06.2008. The nominations will end the long period of non-representation of Postal Unions at the National Council level.

 

Constitution of Rural Business Division

 

The Department of Posts has constituted a Rural Business Division in Postal Directorate under DDG [Rural Business] by redeploying the post of PMG [Foreign Mails], Mumbai. It is stated that the Rural Business Division in Postal Directorate would look after the various aspects of rural postal operations, development and expansion of rural postal network, technology induction, training of GDS Staff, new business initiatives, marketing of services and monitoring quality of services of rural network.  This is clear indication that there is going to be a large-scale modernization of rural ED Branch Post offices with lot of new items of work added to BOs as well as technology training to the GDS Staff to handle the work. This decision is taken in the background of the assurance of Honourable Minister of Communications & IT in the Consultative Committee for providing setting up of a separate division in the Postal Directorate with the primary objective of strengthening the rural postal network and building capacity for extending IT enabled services in the rural areas.

 

Constitution of Technology Planning and Technology Operations divisions:

 

The Department of Posts has set up two more divisions in the Postal Directorate. One is Technology Planning Division and the other is Technology Operations Division. The Order of the Department says that in the background of a major technology initiative planned in the XI Five Year Plan, there is a need for formulation of technology vision and developing a strategy to keep abreast with the developments in technology and use the innovations for giving customers better services. The plan is to computerize all departmental post offices and half of the EDBOs in rural and it is also assessed that this will require business process reengineering, administrative and operational restructuring to provide enabling requirement for technology induction. There is mention that the Human Resource issues also need to be dealt with. In addition it is envisaged to create a Data Bank on the profile and availability of System Administrators at all levels so as to ensure their upgradation of skills as a part of ongoing training programme. However the NFPE would be shortly writing to Postal Directorate for involving the Staff Side in the matter by providing complete information in this matter and to incorporate staff side viewpoints in the decision-making.

I CAME TO KNOW VIDE NO D 11/08/08 DATED 27/5/08 THROUGH  OUR CONFEDERATION WEBSITE THAT TRANSPORT ALLOWANCE DID NOT FIND ANY PLACE IN THAT RESOLUTION THOUGH IT IS A BIG ISSUE THAT OUR EMPLOYEES GOING TO FACE WITH THE RISING CRUDE PRICES. PB1 EMPLOYEES ARE SUPPOSED TO AVAIL SAME TRANSPORT WITH PB2 WHILE IN OFFICE.   ISN'T IT? 4000-6000 & 4500-7000 ARE GETTING SAME AS BEFORE (A1`CITY). IF GOVT DENY , OUR STAND SHOULD BE 4 TIMES THE CCA& TA  AS ON 1/1 /06 SUBJECT TO MINIMUM RS.1000.
